POSITION CONCEPT
The Manager of Safety & Industrial Health is responsible for the
leadership and safety support of Tampa Electric Company team
members and contractors. The Safety Manager works with various
business units to establish and set safety expectations for
employees and contractors working on our TEC system; provides
guidance on Public Safety Programs; manages the business unit
occupational safety, health activities, and accident/loss
prevention efforts for Tampa Electric Company, advocates a
behaviorally based safety culture enabling the business units to
World Class Safety and collaborates to move all TEC safety
initiatives forward.
PRIMARY DUTIES AND RESPONSIBILITIES
The Manager of TEC Safety & Industrial Health will be responsible
for the implementation of safety programs within their specifically
assigned business units, work with the Safety Leadership team to
ensure consistency with other business units and manage various
corporate projects and initiatives.
The following responsibilities may be held at the business unit
level and/or the corporate level.
Manage the implementation of corporate safety requirements,
including Safe Work Practices ensuring compliance with federal
(OSHA), state, local and industry best practices. Provide and
support employee safety training and development in all aspects of
Tampa Electric Company. Ensure the business unit reports all
personal injuries and/or controllable accidents in a timely
manner.
Provide leadership and guidance to the business units and
corporation on the implementation of the following safety elements:
Safety Leadership, Risk Management, Programs-Procedures &
Practices, Communication-Training & Awareness, Culture & Behavior,
Contractor Safety, Asset Integrity, Measuring & Reporting, Incident
Management & Investigations, and Auditing & Compliance.
Demonstrate sincere personal concern; be actively visible; focus on
safety improvement; inspiring a nobody gets hurt mindset; recognize
and celebrate safe behaviors and achievements.
Set clear expectations; ensure sharing and learning from findings
and actions; communicate often on safety matters; promote a "stop
work and speak up" culture.
Conduct safety moments; attend safety meetings; perform Safety
Audits (HEC, Confined Space, Job Risk Briefings); facilitate safety
training; participate on safety committees; interaction with your
Safety Management System.
Implementation of the TEC Compliance and Audit Program. Work with
TEC business unit management to develop audit schedules, implement
audit plans, and create correction actions plans that integrate
with the business. This program consists of using an appropriate
risk-based methodology, including any risks or control concerns
identified by management. It also consists of conducting issue
audits when they emerge and providing guidance to local management
when performing compliance checks. The results of these audits
include corrective action plans to remedy deficiencies. These
activities also include an in-depth knowledge of regulatory
requirements, such as OSHA.
Implement, review, and maintain the Safety Incident Response
Investigation Program by providing leadership, guidance and
expertise. Ensure business units assemble a High-Risk Investigation
team before each high-risk investigation, complete the
investigations, documented corrective actions, and share results
with other areas. Communicate lessons learned. Ensure all
investigation documents are available for future reviews
(World-Class Safety Website).
Implement the Risk Management Program within the business units.
Act as a resource to operational personnel. Conduct and/or direct
safety audits and Risk Management Program compliance checks to
ensure the Company's Risk Registry is current, along with the
proper hazard identifications and understanding high risk
controls/barriers.
Develop and implement effective employee communication and training
plans to fulfill Safety program objectives and advance the
company's World Class Safety culture. Communication plans should be
designed to connect with all employees at TEC. The activities need
to be regular, timely and resonate with the audience.
Maintain safety training content and monitor hazard identification
and associated mitigation controls. Training plans need to have
on-going training and new training as the need emerges.
Lead and support TEC's Safety Culture. Ensure TEC Health & Safety
branding is conveyed to business units. Provide guidance and
support to TEC Management and business units, in building a World
Class Safety Culture.
Ensure contractor and business unit adherence with the TEC
Contractor Safety Program, such as, general/site orientations,
monitoring, policies, procedures, regulations, etc. Provide
guidance and support to business units in monitoring contractors
for adherence to applicable requirements according to TEC policies
and procedures, contract specifications and applicable regulatory
requirements.
SUPERVISION
Direct supervision of safety team members within the assigned
Business units, may include contract nurse(s) responsible for
providing emergency medical treatment of serious injuries,
providing routine first aid treatment, conducting audiometric
testing, pulmonary function testing and respirator fit testing.
Indirect supervision of employees and contractors in safety related
aspects of the jobs. Empowered to stop any unsafe TEC employee or
contractor on-site work activity that does not meet TEC Safe Work
Practices, OSHA Regulations, or other company procedures of Tampa
Electric Company (includes temporary and contractor employees).

Demonstrated strong leadership, interpersonal skills, and proven
experience in a participatory diverse workforce environment.
Excellent collaboration skills and ability to work with all levels
of management and other entities such as OSHA;
Ability to become proficient in TEC's current safe work practices,
work management software system, and basic business software.
Ability to research, develop, and coordinate comprehensive safety
and health accident prevention programs.

Maintains an "on-call" status (24/7) that in the event of a serious
mishap or accident, can report to the location to assist/coordinate
in investigations.
