Sourcing Excellence Director Enabling Services This position has 2 main responsibilities: Direct and lead a team of -25 resources, through sourcing, negotiating, contracting, purchasing to leverage buying power and recommend appropriate Procurement strategies and tactics to obtain desired results. The Functional Sourcing Director will support the Head of Sourcing and also interact with their functional Category Leads and/or Business Partners to ensure that total costs are identified and optimal savings are realized in the execution of contracts. This group will source / contract an expected annual spend of $4 Billion. He / she is responsible for developing resource allocation plans, balancing critical competing priorities, and getting required buy-in from category leaders and GP Enabling Services Head, who ultimately own the portfolio of projects. Manage, in partnership with Business Partner and Strategy teams, the Tier 3 Category for Enabling Services. This requires managing the Business Process Outsourcing partner to ensure that leading category management and sourcing practices and methodologies are applied. The scope of T3 categories managed by this individual through the BPO partner includes 17 categories and it is expected to be approximately $1 Billion in annual spend. Major Responsibilities and Accountabilities: - Sourcing / Contracting: - Establish procurement plans that are developed and executed in congruence with organizational objectives and sourcing strategies. - Apply appropriate methods of procurement and perform cost benefit analysis on planned acquisitions. - Develop and review specifications, statements of work, performance terms, and/or acceptance criteria. - Prepare and solicit competitive bids, quotations and proposals with pertinent specifications, terms and conditions. - Evaluate competitive offerings to determine the overall best offer for a product or service. - Negotiate and/or issue contracts and purchase orders, obtaining legal review and approval when required. - Administer contracts and purchase orders from award to completion. - Resolve complex payment problems with supplier and user departments. - Review and revise procurement practices to ensure their conformance with established laws. - Conduct decisions to make, buy or lease, privatize or outsource products or services. - Develop financing and leveraging strategies. - Ensure negotiated terms are translated into contractual terms, following BMS templates provided by Legal Dept / Strategic Corporate Transactions, and working in close partnership with BMS Lawyers when needed. - Supplier Relationship Management: - Develop, evaluate or manage internal and external relationships with suppliers, cross-functional and/or multi-functional teams with regard to the following: - Review supplier samples and/or demonstrations with the buying organization management and user departments. - Conduct supplier visits and evaluations to determine suitability. - Measure supplier performance using rating systems or predetermined standards. - Prepare for and develop strategies and tactics for negotiations. - Develop measurements for quality improvement and target setting. - Recommend or implement changes to the organizations purchasing, supply management and material usage policies as needed. - Utilize techniques such as developing and managing effective relationships with supplier partnerships, strategic alliances, supply chain management and supplier training programs. - Review product availability and/or pricing information with suppliers. - Conduct interviews with current and prospective supplier sales personnel. - Coordinate, review and respond to supplier inquiries, protests and appeals. - Represent the buying organization in meetings with corporations, government agencies, professional associations, media and other organizations. - Develop a preferred supplier list for each category of spend and manage compliance to the preferred supplier list - Forecasting & Strategies: - Develop or implement a process improvement program. - Develop a cost reduction, cost avoidance, cost containment program. - Coordinate the introduction of new and modified products and services with appropriate departments. - Plan purchasing, sourcing and supply strategies based on forecasted data. Develop supply plans and strategies based on forecasts of future demand. - Provide forecasted data of future organization buying requirements to suppliers. - Develop and maintain market awareness through merchandise shows, trade periodicals and other resources to secure new products and pricing information. - Provide data on current and future market conditions to management, sales management and/or user departments. - Management & Organization: - Develop strategic plans and objectives as member of the Sourcing Excellence Leadership Team (SELT) - Take active role in develop the SE organization, in partnership with other SELT members - Develop goals and objectives of Sourcing Excellence department aligned to organizational goals. - Analyze and resolve issues raised in procurement audit reports. - Develop or utilize criteria for evaluating Sourcing Excellence department and staff performance. - Prepare and/or administer a Sourcing Excellence department budget. - Conduct and/or support development of career development plans to team, proving training, coaching, on-the-job training in alignment to individual development plans - Evaluate and resolve employee performance problems. Internal/External Stakeholders: - Management within the BMS supplier base - Members of industry; technology councils and organizations - Global Category Leaders/Management Minimum Requirements: - B.S./B.A. - Minimum 10-12 years of business experience - Minimum of 5-7 years of multi-disciplined procurement experience - 3-5 years experience managing a direct team, with ability to manage large group of professionals. Roll-up-sleeves type of manager, who provides close guidance and support to his/her team. - Relevant experience in Enabling Services categories and / or functional roles - Experience leading and participating on cross-functional and/or global teams - Managerial experience including managing teams of senior professional and managers and establishing performance expectations - Internal stakeholder management, data/information management, category management, process redesign and continuous improvement expertise, project management and performance measurement skills - Procurement process knowledge, agreement management, financial analysis, market analysis, supplier analysis, supplier diversity, supplier management, technology utilization, strategic planning and integrated supply chain experience - Exceptional management and team leadership skills, demonstrated by a track record of success leading projects and other problem solving initiatives with cross functional teams - Demonstrated follow up skills, - Provides timely and professional support to internal and external stakeholders - Result oriented, with ability to be flexible, adjusting to competing and changing priorities - Direct management of his /her direct reports and oversees management of the BPO resources - by reviewing, approving and allocating work and work assignments among teams Preferred Qualifications: - M.S./M.B.A. - Strong experience in the IT and HR areas - Professional certifications (e.g. CPM, CPIM). - 3 years Pharmaceutical Procurement experience - Membership in Professional Associations, e.g. ISM Bristol-Myers Squibb recognizes the importance of balance and flexibility in our work environment.
